B.C. dentist who lost licence has disappeared, still owes $100,000 in fines

The College of Dental Surgeons of B.C. said it was unable to locate Dr. Bin Xu

A Richmond dentist has lost his licence and must pay nearly $100,000 after dozens of instances of professional misconduct, according to a December decision from the College of Dental Surgeons of B.C.

Dr. Bin Xu practiced in Richmond for years before seemingly disappearing under allegations of poor diagnoses, poor treatment planning, a lack of informed consent, substandard care, and incorrect billing practices.

“The college alleges that through a spectrum of inadequate practices, Dr. Xu practiced the profession of dentistry incompetently and that he committed professional misconduct or unprofessional conduct,” the decision stated.

A dozen complaints from patients from 2015 and 2018 led the college to review the charts of 19 others.

One patient paid $85,000 to get 17 tooth implants after Xu told him he had periodontal disease, but had only received five or six – one of which had to be removed because of extreme pain. The patient said Xu refused to treat him further, and never provided a promised refund.

The college has had trouble communicating with Xu, having not heard from him since January 2017 when he voluntarily withdrew from practice. It even hired a private investigator – twice.

Regardless, after a hearing, the college’s discipline committee ordered him to pay a fine of $50,000, and a further $48,100 to cover the costs of the investigation.
